Saganowski - international clearance? Empty Saganowski - international clearance?

Does anybody know why Marek Saganowski, a player who belongs to Saints and who is Polish, needs 'international clearance'? As Poland is an EU country why would he need 'international clearance'? Or is this more to do with the FA, UEFA or FIFA?
